Various media outlets are always good at promoting fear out there.
The truth is more like 99% of bikers drive reasonably in Florida and 1% make good poster boys (and girls) for extra law enforcement funding.

Easy fix. Create county tracks/drag strips. Fine anyone doing over 50mph with Permenant Loss of license, $10K, and 3yrs Mandatory Jail time, the first time out. If the biker is under 21 state that the fine also will equally be placed on your parent. Now increased fines for Manslaughter, attempted harm to life, etc. for additional violations that may occur.

Then state...Here is the problem...here is the county's solution for you. and this is your only warning.

Here in South Florida we have the Homestead Raceway. and a drag strip. I'm sure that at $25 for a day of racing the vast majority of bikers would go there, but they are not allowed. Why?

They have a fix yet refuse to utilize it. Instead they allow this to happen on the streets then turn around and state exactly this.

Name it brag drag or some catchy term to make the youngsters go.
commercialize it like "Forest fire commercials" Hey you think your cool then meet me at.....
